Judge Elena Ostby was appointed to be a District Court Judge for the Second Judicial District, Ramsey County, Minnesota in August 2004 following her recommendation to the Governor by the Minnesota Judicial Selection Commission. Judge Ostby was sworn into office on September 15, 2004. In 2006, she was elected to serve a six-year term.
In 2012, Judge Ostby will again need your help in her campaign for re-election. She is passionate about our legal system, excited about continuing to represent all residents of Ramsey County, and committed to justice for all who come before the court. Judge Ostby strongly believes in a fair and impartial judiciary.

Judge Ostby is a life-long resident of Minnesota. She has lived in Roseville, Ramsey County, Minnesota for the past 33 years. Her experience in private practice includes being a successful small business owner, and making partner in a major law firm. As a member of the judiciary, she has served on the Criminal Team, Special Courts Team and Civil Team for the Second Judicial District. Judge Ostby also co-chaired the Equal Justice Committee of the Second Judicial District. Judge Ostby was Co-Presiding Judge of the Juvenile Substance Abuse Court (JSAC). She has mentored students from all local law schools through judicial externships and job shadowing programs. She has judged mock trial competitions and been involved in judicial outreach activities throughout her tenure on the bench.
